Oshi Shikigami I think that a great deal of respect here deserve the lens, which is 35mm, f/1.8 (Nikon) ; I was amazed when I saw the result. The dream like atmosphere and the serenity of this street were captured in a great manner here by those lens (may be the photographer can get a little bit of merit, too :-) ) and I have no doubt that the street lamps here played a big role, as you mentioned. But Oshi, what is really great here is that a simply beautiful result (in my opinion, of course) can be achieved with no after shot programs being used. Isn't this aspiration The Photography's Holy Grail?
I love the monochrome look this has. The sodium lamps are likely to strongly contribute to this, but it works really well. :-)
